every wise possess to rise, ....... rising and rising to the pinnacle of success. tony
it was written in a sense that being wise doesn't mean to show someone down for being incapable of handling wisdom. So if ruler is prescribed to rule only because of his wisdom and then definitely one day folks with wisdom would rule too
